Suspects arrested after officials find body that was set on fire

VACAVILLE, Calif. — Two people were arrested after fire crews found a body burning in Solano County, California.

In a news release, the Solano County Sheriff’s Office said detectives arrested a man and woman on Tuesday after a body was found about a day before. The man and woman were identified as Wendy Warren, 38, and Emmanuel Justin, 39.

The sheriff’s office said on Monday that multiple people in Vacaville, California, reported a small fire in a field near Elmira Road and Tulip Street. When fire crews arrived they found a body that had been set on fire.

The body was identified as Theodore Washington, 35, according to KTVU. Washington had significant injuries to his head and face. He also had burns all over his body.

Investigators identified a car that was believed to be involved in the death, the sheriff’s office reported. Later Monday night, the car was located and was stopped by police in West Sacramento. Solano County Sheriff’s Office detectives went to where the car was stopped. A man and woman were found inside.

Warren was reportedly in a relationship with Washington, KTVU reported.

Days before, the suspects reportedly got Washington to go to a location in West Sacramento where they killed him, according to the sheriff’s office. The suspects then waited four days and tried to get rid of the body. Warren and Justin were both arrested and charged with murder.
